Network resilience has transitioned from a theoretical concept to a critical component of national security. Demonstrating this reality, Ukrtelecom, part of SCM , recently engaged in high-level discussions in Finland to share practical expertise in operating telecommunications infrastructure during a full-scale war.
During the visit, Alexey Khakhlyuk met with representatives from the National Emergency Supply Agency (NESA), Elisa, and Traficom, and participated in the Defender of the Civil Society seminar. The dialogues bypassed abstract preparedness, focusing instead on real-world scenarios: identifying immediate points of failure, accelerating network restoration, and making critical decisions under extreme pressure. Ukraine's experience involves the daily operation of telecom networks under shelling and cyberattacks, demonstrating an ability to remain operationally effective despite constant uncertainty. Finland, in turn, provides a critically important model of systematic preparedness developed over decades.
This knowledge transfer is part of a broader, consistent effort. Recently, Ukrtelecom officially became a member of ETIS, the European community of telecommunications professionals. Joining ETIS allows the company to share its practical experience in maintaining critical infrastructure under extreme conditions , including the successful construction of 21,500 kilometres of new optical lines during the war. Additionally, CEO Yuriy Kurmaz recently addressed the European Parliament, highlighting that maintaining connectivity is a baseline requirement for the continuity of societies during systemic crises.
This active engagement with international partners is a coordinated approach directed by our shareholder, Rinat Akhmetov. The strategy ensures that SCM companies do not merely survive the current circumstances, but actively export their unique, hard-won expertise to fortify European resilience.
