SCM's energy business DTEK is pleased to announce the appointment of Pierre Heilbronn, former Special Envoy of the President of France for Ukraine’s Relief and Reconstruction, to its Advisory Council.
His appointment strengthens the Advisory Council’s role as a forum for independent, high-level guidance to the Group on key issues including energy security, economic recovery and Ukraine’s integration with Europe.
In his role on the Council, Pierre will contribute his expertise to support DTEK’s strategic priorities with a particular focus on reconstruction finance, economic policy, economic security and engagement with international financial institutions, investors and strategic partners in support of Ukraine’s recovery.
Pierre is a French specialist in international finance, economic policy and European affairs, with extensive experience across European institutions, development finance and government.
From 2023 to 2025, he served as the Special Envoy of the President of France for Ukraine’s Relief and Reconstruction, coordinating France’s support for Ukraine’s recovery.
Previously, he served as Vice-President of the European Bank for Reconstruction and Development (EBRD), where he played a key role in promoting investment and economic reform across emerging markets. He has also held senior roles within the French government and European institutions.
In 2026, he became Chair of the Board of the Ukraine Cultural Heritage Fund.
Alongside his public service, he teaches at Sciences Po and serves as Scientific Director of the Europe in the World programme, focusing on European integration, strategic sectors, economic security and the mobilisation of public and private investment.

The DTEK Advisory Council brings together policymakers, economists, diplomats and industry experts to support the Group’s long-term strategy. Its work focuses on strengthening energy security, supporting Ukraine’s economic recovery and advancing integration with European markets.
Advisory Council members include:
- Amb. Geoffrey Pyatt, Chairman of the DTEK Advisory Council, a senior US diplomat with over 35 years of experience. He served as Assistant Secretary of State for Energy Resources (2022–2025), where he led US diplomacy to strengthen Ukraine’s energy resilience. He was previously US Ambassador to Ukraine (2013–2016) and to Greece (2016–2022).
- Dr. Anders Åslund, a prominent economist on Ukraine, specialising in the economic transition of Ukraine and Eastern Europe. Adjunct Professor at Georgetown University and Chairman of the International Advisory Council at the Center for Social and Economic Research (CASE); Senior Fellow at Stockholm Free World Forum. Previously a resident senior fellow in the Eurasia Center at the Atlantic Council; worked at the Peterson Institute for International Economics, the Carnegie Endowment for International Peace, and the Brookings Institution.
- Pascal Lamy, Vice-President of the Paris Peace Forum, who also coordinates the Jacques Delors Institutes in Paris, Berlin, and Brussels. Director-General of the World Trade Organization (WTO) (2005–2013); Chief of Staff to the President of the European Commission Jacques Delors (1985–1994).
- Miriam Maes, Co-Chair of the Energy Transition Forum; Chair of the Supervisory Board of the Port of Rotterdam (2015–2023); Advisor to the UK Department of Energy and Climate Change (2013–2016).
- Kuninori Matsuda, Japanese Ambassador to Ukraine (2021–2024), Ambassador to Pakistan (2017–2021); Ambassador/Consul-General in Hong Kong (2011–2014).
